If both the number and the street name are given, only at is used.

In British English, in is used with the name of the street, but Americans say on.

The government did not give them money, forcing them to scrounge for food.
e.g: My black fabric turned out to be chocolate brown. My plan B was to try to scrounge up some extra fabric.
